It details the minutiae of a bakery tax scheme amounting to: preparation or on-premises consumption trigger tax on otherwise exempted food. It seems a contrivance until you reflect on New York City’s sales tax categories. Bagel shops, bakeries and such walk the line between restaurant/caterer (taxable food) and grocer (mostly not).
